DEFINITIONS OF COMMON TERMS

 

Physical evaluation board liaison officer (PEBLO)
An experienced, mature officer, NCO, or civilian employee designated by the MTF commander to perform the primary duties of counseling soldiers who are undergoing physical disabilityevaluation. The PEBLO provides soldiers with authoritative and timely answers to their questions about the physical disability system and aids them in understanding their rights and entitlements.  The PEBLO is not, and need not be, an attorney.

- Really, the PEBLO is a used car sales rep.  They tell you all about how great a product they are providing (a soldier's MEB dictation) and how if there are any follow-on problems the maintenance team (VA) will take care of those problems.  The Medical Record is like a warranty.
BUT, after the sale (accepting MEB results and leaving the Military) a Vet goes to maintenance (the VA), only to find out that the sales rep (PEBLO) was mistaken and that there were significant problems with the warranty (MEB) and that maintenance (the VA) can't fix ANYTHING!!!

Optimum hospital improvement
The point during hospitalization when a patient’s fitness for further military service can be decided. Also further treatment for a reasonable period in a military medical treatment facility will probably not result in material change in his condition so as to alter his type of disposition or amount of separation benefits.

Primary care manager
The first echelon provider that exercises primary decision authority regarding diagnosis and treatment of an individual patient. The primary care manager may be an individual physician, or group practice within a specific clinic or treatment site, or other designation. The primary care manager may be part of the MTF or the Prime civilian provider/practitioner network. The enrollees will be given the opportunity to register a preference for primary care manager from a list of choices provided by the MTF commander. Preference requests will be honored subject to availability under the MTF beneficiary category priority system and other operational requirements established by the commander (or other authorized person).
